Mougins
Two listed monuments in the old village — Notre-Dame-de-Vie chapel (1927), Porte Sarrasine (1942) — each with a 500-metre ABF perimeter (where the state architect for heritage sites must be consulted). For the rest of the commune, we check plot by plot: the PLU (local urban plan) regulations could not be read (scanned document). [[TO CONFIRM: reading of the Mougins PLU regulations]]
Cannes
Earthworks capped at 1.50 m, but an express exemption for fully underground structures. Connection of rainwater to the wastewater network prohibited (article 4). Loi Littoral (France’s coastal law) applies (the only one of the three communes): the 100 m strip and the espaces remarquables (outstanding natural areas, AL/NL) to be checked plot by plot.
Valbonne
The entire territory of the commune is protected as a site inscrit (a registered heritage site): consultation of the ABF (the state architect for heritage sites) is mandatory everywhere, with no exemption clause for buried structures. The regulations encourage, for any new construction and outside zone UA, harvesting roof rainwater and greywater for watering and sanitary use.
